There are multiple basement floors to this prison, though most do not know about it. This is where they house Pokemon, morph, and mutant criminals. Only those with the highest-level clearance are allowed here. The cells each have their own respective measures to keep the criminal inside contained, though most of them are inhumane. Instead of interrogation rooms, they have research labs for experimentation on the prisoners. Those that do end up here never see the light of day again. They're the dirty little secret that Pravus likes to keep swept under the rug.

This is the high-security location, and many of the cells are solitary confinement. Those who have committed severe crimes are kept here, and many are not mentally stable. The cells are filthy, lined with wall scribblings, blood, and Arceus knows what else. Most people are not allowed in this part of the floor. Instead there's a nice, clean meeting room before that, where they can make calls to the prisoners. The conversations are carefully monitored, and no one dares talk about the abuses, lest they receive more.

- Political dissidents and Anti-Pravus are kept on this level. This floor is less clean, with somewhat rusty bars and the occasional bloodstain. The typical visitors of this area are Pravus officials, who usually need to get information out of the prisoners. As a result, the interrogation rooms are on this floor. There are no cameras inside, and so the usually bound prisoners are left at the mercy of their captors. The rooms also contain a cabinet with various interrogation tools inside. Needless to say these places are very bloody.
